MINUTES OF BOARD OF EDUCATION MEETING
December 17, 2002

CALL TO ORDER

In the absence of President Jill Coleman and Vice-President Robert Middlemas, President pro-tem Linda Jones called the meeting to order at 7:32 PM.

ROLL CALL

Roll was called and the following members answered present: Mr. Ebert, Dr. Higgins, Mr. Mihalkanin, Mrs. Pavese, and Dr. Jones. Members absent were: Mrs. Coleman and Mr. Middlemas. Also present were Dr. Frank Rink, Superintendent, and Mr. Charles Accardi, Principal.

Pat Wiet, Julie Bartell, and Kathy Dineen, Teachers; Laura Boshelly, Suburban Life Reporter; Ayse Stuhr and Dan Holmberg, prospective teachers; Mr. & Mrs. Martin Poenisch and Drs. Ammar and Karen Hayani were also present.

BOARD OF EDUCATION AWARD

Following the reading of a letter of nomination written by Dr. Frank Rink, President pro-tem Jones presented the Board of Education Award of Excellence to Mr. Martin Poenisch for his continuing dedication to promoting exemplary citizenship and a sense of community at Burr Ridge CCSD 180.

PRESENTATIONS/PROGRAMS

A. Teachers Recommended for Employment

Teacher candidates Asye Stuhr (Kindergarten) and Dan Holmberg (Science) introduced themselves to the Board.

B. WeatherNet Station

Superintendent Rink provided an on-line presentation about the WeatherNet station that was recently installed at Burr Ridge Middle School.

PUBLIC HEARING - PROPERTY TAX LEVY FOR 2002

Member Ebert moved, member Higgins seconded the motion to open the public hearing regarding the proposed property tax levy for 2002 at 7:46 pm. A roll call vote on the motion showed the following: AYES: Members Ebert, Higgins, Mihalkanin, Pavese, and Jones. NAYS: None. ABSENT: Members Coleman and Middlemas.

MOTION CARRIED

Superintendent Rink presented the proposed levy to the Board. Vice-President Jones asked if there were any questions. Hearing none, member Ebert moved, member Higgins seconded the motion to close the hearing regarding the proposed levy at 7:51 p.m. A roll call vote on the motion showed the following: AYES: Members Ebert, Higgins, Mihalkanin, Pavese, and Jones. NAYS: None. ABSENT: Members Coleman and Middlemas.

ADOPTION POF PROPERTY TAX LEVY FOR 2002

Member Ebert moved, member Higgins seconded the motion to adopt the proposed property tax levy for 2002 as presented and that the Board file the Certificate of Tax Levy and Truth in Taxation Certificate of Compliance with the DuPage and Cook County Clerks as required by statute. A roll call vote on the motion showed the following: AYES: Members Ebert, Higgins, Mihalkanin, Pavese, and Jones. NAYS: None. ABSENT: Members Coleman and Middlemas.

PUBLIC PARTICIPATION/HEARING OF PETITIONS

Drs. Ammar and Karen Hayani addressed the Board about observance of religious holidays, religious symbols on notes from school, and the winter music programs at Community Consolidated School District 180. The Board directed the superintendent to seek input from the Citizens' Advisory Council and other stakeholders regarding content of the holiday programs at CCSD 180.

APPROVAL OF CONSENT AGENDA

Member Ebert moved, member Pavese seconded the motion to approve the consent agenda items consisting of the minutes of the November 14, 2002, Board meeting as presented; November 2002 Treasurer's Report as presented; November 2002 interim bills in the amount of $349,948.46; and December bills payable in the amount of $181,098.04. A roll call vote on the motion showed the following: AYES: Members Mihalkanin, Pavese, and Jones. NAYS: None. ABSENT: Members Coleman and Middlemas. ABSTAIN: Members Ebert and Higgins.

November 2002 FINANCIAL REPORTS

The November 2002 financial reports were presented for Board review.

BOARD COMMITTEE REPORTS

Superintendent Rink reported to the Board that the Foundation is looking at March 14 or March 21 for the Night at the Races fundraiser.

Jill Coleman arrived at 8:21 p.m.

PRINCIPALS' REPORTS

Mr. Accardi reported to the Board that the Fast ForWord program has begun; teachers have been wonderful adjusting schedules for the program; the Student Council has started a second food collection for the holidays; staff has instituted an adopt-a-family program; flashing traffic light was installed and working; Officer Howlett is very pleased; and the Holiday Dinner Dance is Friday at Cog Hill.

Dr. LeBlanc presented a written report to the Board in her absence.

CURRENT BUSINESS

A. Recognition/Commendation for Mrs. Charlotte Kocourek

Member Jones moved, member Pavese seconded the motion to adopt a formal resolution of congratulations/commendation for Mrs. Charlotte Kocourek, who will receive a YMCA Child Development Center of Burr Ridge Legacy Award at ceremonies to be held on March 15, 2003 at the Hinsdale Golf Club. A roll call vote on the motion showed the following: AYES: Members Ebert, Higgins, Jones, Mihalkanin, Pavese, and Coleman. NAYS: None. ABSENT: Member Middlemas.

B. First Reading of Policies Section 400 - Operational Services

Superintendent Rink presented the following polices for first reading.

President Coleman made suggestions for revision. Formal action relative to adoption will be taken at the January 14, 2003 Board meeting.

The following dates were proposed for the 2003 Board of Education meetings:

D. 2003-04 CCSD 180 School Calendar

Superintendent Rink enclosed the final Hinsdale Township High School District 86 2003-04 calendar and a first proposal for Burr Ridge Community Consolidated School District 180 calendar for the 2003-04 school year. No action was taken, but the calendar will be presented at the January 14, 2003 meeting for further discussion and possible action.

E. Report from Board Members/Administration regarding the 2002 IASB/IASA/IASBO Joint Annual Conference

Members Mihalkanin, Pavese, and Higgins and Superintendent Rink reported to the Board about their attendance at the 2002 IASB/IASA/IASBO Conference in Chicago.

F. Review of ISAT Results of Students Who Have Been in the School District at least 2 to 2 1/2 years

Superintendent Rink presented a review of ISAT results of students who have been in the school district at least 2 to 2 1/2 years to the Board. The results show some significant differences in achievement based on students' time in the district. Those who remain in the district for two or more years typically perform better on the tests than those who have been in the district a shorter amount of time. The report can be reviewed on the school district's website at http://www.ccsd180.org/isatmobility.html.

G. Final Report Regarding 2002-03 Construction Projects

Superintendent Rink informed the Board that all construction projects were completed.

H. Consideration of Hosting the Western Open/Western Golf Association Childcare Program June 30 to July 6, 2003

Member Ebert moved, member Mihalkanin seconded the motion to allow the Western Open Association Golf Tournament to use the Burr Ridge Middle School as the site for the Western Open's 2003 childcare program at a fee of $2500 from June 30 to July 6, 2003, from 8:00 a.m. to 6:30 p.m. each day. A roll call vote on the motion showed the following: AYES: Members Ebert, Higgins, Jones, Mihalkanin, Pavese, and Coleman. NAYS: None. ABSENT: Member Middlemas.

Member Jones moved, member Higgins seconded the motion to enter Executive Session at 9:20 p.m. regarding the appointment, employment, or dismissal of school district personnel. A roll call vote on the motion showed the following: AYES: Members Ebert, Higgins, Jones, Mihalkanin, Pavese, and Coleman. NAYS: None. ABSENT: Member Middlemas.

Member Higgins moved, member Mihalkanin seconded the motion to return to regular session at 10:14 p.m. A roll call vote on the motion showed the following: AYES: Members Ebert, Higgins, Jones, Mihalkanin, Pavese, and Coleman. NAYS: None. ABSENT: Member Middlemas.

Member Ebert moved, member Mihalkanin seconded the motion to accept the resignation of teacher Dawn Brooks. A roll call vote on the motion showed the following: AYES: Members Ebert, Higgins, Jones, Mihalkanin, Pavese, and Coleman. NAYS: None. ABSENT: Member Middlemas.

B. Consideration of Employment of Personnel

Member Ebert moved, member Mihalkanin seconded the motion to employ, for the remainder of the 2002-03 school year, kindergarten teacher Ayse Stuhr. A roll call vote on the motion showed the following: AYES: Members Ebert, Higgins, Jones, Mihalkanin, Pavese, and Coleman. NAYS: None. ABSENT: Member Middlemas.

Member Ebert moved, member Mihalkanin seconded the motion to employ, for the remainder of the 2002-03 school year, middle school science teacher Dan Holmberg. A roll call vote on the motion showed the following: AYES: Members Ebert, Higgins, Jones, Mihalkanin, Pavese, and Coleman. NAYS: None. ABSENT: Member Middlemas.

C. Consideration of Dismissal of School District Personnel

Member Ebert moved, member Jones seconded the motion to dismiss aide Stephanie Derkacy. A roll call vote on the motion showed the following: AYES: Members Ebert, Higgins, Jones, Mihalkanin, Pavese, and Coleman. NAYS: None. ABSENT: Member Middlemas.
