Summary of June 30, 2008
Board of Education Meeting

The Burr Ridge C.C.S.D. 180 Board of Education held their regular meeting on Monday, June
30, 2008. The meeting was held in the Burr Ridge Middle School Band Room.
After approval of the previous month’s minutes and expenditures, the Board then reviewed
several recent communications. Highlighted items are included below:

• The Doings covered featured some great photos from the AMJES 3rd-4th grade play “Mighty
Minds”.

• The Doings also published a photo of our “Character Counts” assembly at AMJES on May
29, 2008.

• The Suburban Life newspaper published information on our summer school breakfast
program.

• The district received notification from ISBE that the district will be receiving $2,661.51 less
in the School Safety and Educational Improvement Block Grant as well as notification from
ISBE that the district may be receiving fewer Title I dollars this year. The district has also
lost access to Title V funds that were not allocated for FY09.

Additionally, due to some reductions in ADA, the district will also see a decrease in General
State Aid over the next three year.

As a result, the district has seen a reduction in our grant monies from last year. These
reductions in state revenues will be reflected in our budget as well as our budget projections.
I hope to have a proposed budget and projections reflecting these reductions and changes
resulting from negotiations for our August meeting.

• The district received word that efforts to improve demographic reporting to the state as well
as our monitoring of the demographics as per our Student Demographic Data Correction Plan
approved last August has been successful in avoiding the confusion and bad publicity of last
year.

• The Illinois State Board of Education has reviewed our district’s implementation of IDEA
legislation to ensure that we are providing adequate services to all special education students.
On May 22nd, the district was informed that we are meeting the requirements of IDEA.

• In an effort to reduce energy costs during the summer, we have adopted new summer hours.
This information was publicized in a letter to the staff and parents.

• In an effort to improve communication with parents in regards to the school calendar, a
magnet with the calendar and important numbers will be provided to all parents at
registration.


The board then reviewed the Principal’s reports included in the board packet and received some
outstanding news regarding the overall success of the Read 180 program. This program assists
students as they improve their reading abilities. Students receive pre and post Read 180 tests and
the results of these objective measures have shown that this program assists struggling readers to
improve their abilities.

From the Superintendent’s report the board learned of the following items:

A. Improving Student Achievement

• Board members were provided an overview of GATE activities for the 2007-08 school year.
This information is also available on our web site. As anyone can see from the range of
activities, our students have a tremendous opportunity to develop their skills.

B. Creating a safe and productive school climate
C. Serving the needs of all of our students
D. Efficient management practices

• As of Monday, June 30th, the on-line student registration system will be on-line. A letter
explaining the new registration process for all parents is available on our web site and a letter
for returning parents we will be sent home on informing them of their password that will
make the registration process go even more smoothly.

Parents will be informed that this system will allow them to pay for registration fees on-line
as well as significantly reduce the amount of time that parents will have to spend at school
completing the registration process. Parents will still need to come in to school to provide
proof of registration and pay any fees or fee waivers (should they decide not to pay on-line).

To accommodate parents in the completion of the registration process, we will have open
registration on Tuesdays and Thursdays from 1-3PM and Wednesdays from 9-11AM from
June 25th through August 8th.

For those returning students not registering during the summer, registration will be on August
11th from 1-7PM at BRMS. Those not registered after August 11th will need to register by
appointment only after August 20th.

New students can register any time during the open registration hours from June 9th through
August 8th and at a special registration day from noon-8PM on August 7th.

• The district has finally received its final FY 05 Impact Aid payment. According to the
members of the Department of Education, this is the final Impact Aid payment that the 8002
districts will be receiving for the rest of the fiscal year, and additional funds will not be
distributed until September at the earliest. This means that the district received
approximately $800,000 less in Impact Aid this year than last.


Additionally, the Department of Education is considering changes in the Federal Register
regarding the methodology for how Impact Aid is figured and distributed. The issues
focused on:
• Highest and best use of property to be based on a three-year.
• A minimum number (10) of properties to be compared and the “penalty” of
replicating the lowest property to reach ten as an incentive for districts to not just use
the three wealthiest surrounding properties to determine highest and best use.
• The distance from the federal property in determining highest and best use,
• The need for districts to deduct a proportionate amount of non-taxable property (i.e.
churches and roads) in the property for which they submit for reimbursement.

The Department of Education in suggesting these changes is to provide greater uniformity
between districts in determining the distribution of funds.

As you can see, these are fairly significant issues and will have a tremendous impact on the
future of the program and the funds that the district will receive going forward. The Board
recommended continuing participation in the NAFIS and 8002 Group’s lobbying efforts
through the 2008-09 school year.

• The district has been working to create an Intranet site which would be available for teachers
and staff in the district to exchange information. It will allow teachers to share test scores,
student achievement and curricular issues on one location that will function like a web site,
but only be available for district staff.

• The district’s current phone lease expires in November. The lease covers our routing system
and some of the phone equipment itself. Over the next few weeks extensive study will take
place to learn more about our phone system and the various types of phone systems and the
system that will best fit our needs.

• The district expect to learn what our health insurance renewal will be for the coming school
year sometime in July. We will be working with the teacher’s insurance committee as well
as our insurance agent over the summer to bring this information to the teachers for review
prior to the start of the school year.

E. Future facilities planning

• The parking lots at both schools and their drain systems need additional work. The price of
this work came in at just under $10,000 for both parking lots. We will be seal coating the
parking lots nearest both schools in an effort to prolong the usage we can get from them. It is
believed this work will delay the much larger expenditure of complete parking lot
replacement for at least a few years.

Additionally, the district will be replacing some of the playground equipment at AMJES.
This is a considerable expense as it involves concrete work, pulling up exposed concrete and
metal anchors and the replacement of the mulch at the site. The price for this came in at just
over $7,400 and will help to reduce the district’s potential insurance risks.


The Board of Education then opened the floor to members of the public to present comments.
Hearing none, the board then met in closed session to discuss the appointment, employment,
compensation, discipline performance or dismissal of an employee, legal counsel for the public
body, collective negotiating matters student disciplinary cases, and closed session minutes.

• Upon coming out of closed session, the board approved the Closed Session Minutes from
May 19, 2008 and that they be made open to the public.

• The Board accepted a change in the DuPage/West Cook Cooperative Articles of Agreement
specifically to address voting restrictions if a district were to withdrawal.

D. Efficient management practices

• The board accepted the resignations of resignation of Kathy Dineen-Hendricks, Melissa
Dobry, Janet Stock, Megan VanWeelde, Krista DePasquale, Jennifer Kotlow, Bernice
Szumski, Toni Humanski, Julie Sullivan and Debbie Baldwin.

• The board accepted a consent letter authorizing the district’s attorney, Robbins, Schwartz,
Nicholas, Lifton and Taylor, Ltd., to prepare a joint agreement of employment of a speech
pathologist with Butler School District 53 as described in the letter provided.

• The board approved the Joint Employment Agreement with Butler School District for the
employment of Girija Gullapalli as a shared speech pathologist.

• The board approved the employment of Courtney Few as the Speech-Language
Paraprofessional Aide, Marilyn Burr as a Special Education Paraprofessional Aide and as the
Maria Hruby as a part-time District Secretary.

• The board approved the re-employment of Danica Burlingame and Julianne Dabrowski as
full-time teachers and the employment of Jaime Wass and Steven Thanos as BRMS teachers
for the 2008-09 school year upon completion of background verification as presented.

• The board approved the employment of Sara Garcia (Aide) to aid in the 2008 summer school
program as presented.

• The board approved the maternity leave for Brandy McCarthy as presented.

• The board approved the of retirement as permitted under the collective bargaining agreement
for Diann Olson effective for the 2009-2010 school year as presented.


• The board approved Liability Insurance with the SSCIP co-op and Worker’s Compensation
Insurance with the SELF co-op for the 2008-09 school year as presented.

• The board approved the continuing membership in NAFIS for the 2008-09 school year as
presented.

• The board approved the employment of Creative Care Management to provide EAP services
for the 2008-09 school year pending continuing negotiations with the superintendent.

• The board approved the agreement to purchase electric from the Illinois Energy Consortium
beginning July 1, 2008 as presented.

• The board approved the cooperative agreement with the Suburban Schools Cooperative for
Annuity Compliance and with Gatekeeper for review and recordkeeping services related to
the district’s 403B Tax Deferred Retirement Program.

• The board approved the adoption of the prevailing wage rate as specified in the enclosed
resolution.

• The board approved the adoption of the 2008-09 Board Meeting Calendar as presented.

• The board approved the appointment of Darlene Lavenhagen as the Recording Secretary and
a representative of the district’s legal firm to serve as the district’s Ethics Advisor as per
board policy.

• The board approved the awarding of the 2008-09 Bread Bid to Alpha Bakery and the 2008-
09 Food Products Bid to Fox River Foods pending clarification as presented.

• The board approved the that the student lunch purchase price for 2008-09 be set at $2.50 per
lunch, .40 cents for an ala carte milk and $2.85 for a faculty lunch as presented.

• The board approved the adoption of policies: 4:110, 4:150, 5:190, 6:50, 6:170, 7:10, 7:15,
7:100, 7:190, 8:30, and the deletion of policy 8:40 as presented.

• The board held the First Reading Policies 5:280 and 5:290 (the creation of ESP Aides
Categories and Positions) and Policy 6:220 regarding Library Materials Adoption.
